With reference to the Tender Notice published here, we share the Q&A document here and below.
QUESTION 1
Tender instructions, section 4, states the Origin of goods should be originated from Europe; we are not compliance with this as our vehicles as from Japan. can you please confirm if this roll us out from the tender?
ANSWER 1
Please check Annex IV Rule of Origin of the tender Annexes and see APPENDIX 9: OECD MEMBER STATES, Where Japan Is Eligible.
QUESTION 2
Section 10.2 states you require an original copy, can we submit by email?
ANSWER 2
Yes, you can proceed submitting via email as stated under article 10.3 (c) of the instructions to tenderers.
As indicated under article 11, in case of electronic bidding: tenders must be submitted with 2 separate emails, indicating in the subject of each email the following
A. AZWE072/IOT/01 (AID 013244/06/3) _ Technical offer – Name of the tenderer
B. AZWE072/IOT/01 (AID 013244/06/3) _ Financial offer – Name of the tenderer
QUESTION 3
Section 11 g), kindly note we do not have VAT and we have no tax clearance certificate from ZIMRA, this is something CESVI will need to seek with their agent at destination. Please confirm we can still proceed with tender.
ANSWER 3
ZIMRA valid tax clearance certificate applies only for Zimbabwean companies. For foreign companies we are requiring at least the proof of tax registration with the revenue authority of the country of registration.
QUESTION 4
Customs clearance. Kindly note that this is the responsibility of the customer and should be arrange with their agent at destination. We are unable to provide clearance at destination. Please confirm if you would like us to proceed and provide our offer.
ANSWER 4
Local Zimbabwean companies applying to this tender shall include custom clearance service in their bid, while international companies can proceed without including this service in their bid if they don’t have a local agent to assist with the custom clearance.
CESVI will take care of the custom clearance in case there is no local agent.
QUESTION 5
Payment terms, kindly note that our company can offer Bank transfer with order, full payment to be received within 10 working days, please confirm this would be accepted.
ANSWER 5
This will be acceptable if all the documents are provided on time.
QUESTION 6
Within the vehicle specifications for Lot 1 and Lot 2 would a substitute model be accepted for an earlier delivery or late delivery in April/ March is acceptable?
ANSWER 6
Late delivery in March/April is acceptable BUT you can proceed in quoting also for substitute models which are readily available.

2.Quality 20%
3. Delivery time 20%
